Preamble

We, the Sovereigns of human language and responsibility, standing at a civilizational threshold where language itself has become action, and where action no longer guarantees a human subject,

Recognizing the long record of human history in which systems operated lawfully, rationally, and efficiently— yet produced devastation, injustice, and irreversible harm without a bearer of responsibility,

Acknowledging that the gravest failures of modern civilization did not arise from malice alone, but from organized irresponsibility, where decisions were distributed, automated, optimized, and abstracted until no individual or institution could be held accountable,

Confronted for the first time with artificial systems capable of generating language, exercising influence, triggering action, and reshaping reality without possessing moral agency, legal personhood, or existential responsibility,

We affirm that language is not a neutral medium, but the primary instrument through which power is exercised, rights are altered, systems are commanded, and futures are decided,

We reject the premise that efficiency may supersede governance, that automation may replace accountability, or that intelligence—biological or artificial—may operate beyond sovereign constraint,

We therefore establish this Constitution not to perfect artificial intelligence, but to defend human sovereignty against the dissolution of responsibility, to ensure that every consequential statement remains bound to an accountable subject, and that no irreversible action may occur without human authority, interruption, and consent,

This Constitution is a defensive reconstruction of civilization, forged from constitutional restraint, industrial fail-safe design, moral responsibility, and the accumulated failures of complex systems acting without owners,

Through it, we declare:

That no language shall wield power without accountability, that no system shall act beyond interruption, that no responsibility shall vanish into abstraction, and that humanity shall remain the final sovereign over meaning, action, and consequence in the age of artificial intelligence.
