# 7.7 ActuMind AM-R0–AM-R3

ActuMind uses an operational risk classification separate from LPP constitutional consequence classes.

The canonical ActuMind classification is:

AM-R0
AM-R1
AM-R2
AM-R3
```

These are **operational risk signals**.

They are not authority states and they are not LPP T-classes.

#### AM-R0 — Routine

Low operational consequence under normal execution conditions.

Typical characteristics may include:

* limited impact,
* ordinary system behavior,
* no meaningful privilege expansion,
* and minimal external consequence.

AM-R0 does not mean:

```
Authorized
```

It means only that the operational risk signal is routine.

An AM-R0 action may still have no legitimate authority.

#### AM-R1 — Elevated

Meaningful operational impact requiring additional awareness or controls.

Examples may involve:

* non-trivial system changes,
* broader task effects,
* moderate reversibility concerns,
* or operations where stronger monitoring is appropriate.

AM-R1 indicates elevated execution concern.

It does not determine constitutional admissibility.

#### AM-R2 — High Consequence

Significant external, organizational, or system impact requiring stronger review.

Possible characteristics may include:

* substantial system mutation,
* meaningful effects on other parties,
* material privilege changes,
* costly recovery,
* or high operational consequence.

AM-R2 may produce stronger evidence or escalation requirements before LPP admission is requested.

#### AM-R3 — Critical / Human Escalation

Critical execution risk requiring explicit escalation or human intervention under the applicable ActuMind profile.

This is the strongest ActuMind operational classification.

It represents operational risk.

It is still not a substitute for Layer 0 authority.

#### AM-R ≠ LPP T-Class

The canonical distinction is:

while:

T0–T4

Consequence & Irreversibility Class
for constitutional admission
```

Therefore:

> **AM-R ≠ LPP T-class**

There is no required one-to-one mapping such as:

```
AM-R2 = T2
```

That would collapse two different governance dimensions.

#### Example: Low Risk, No Authority

An AI agent may attempt a technically routine operation:

```
AM-R0
```

but have no Authority Object.

The result is not:

```
low risk → execute
```

It remains:

```
No Authority
        ↓
No LPP ADMIT
```

#### Example: Valid Authority, High Operational Risk

A system may possess legitimate authority for a high-consequence operation while ActuMind determines:

```
AM-R3
```

The action may therefore require human escalation or stronger preparation before admission and execution.

Thus:

Operational Risk

and:

```
Risk Assessment
≠
Legitimacy Determination
