# 7.1 System Overview

Mind Universe is the reference governance architecture for the broader AI-to-action lifecycle.

Its purpose is to preserve governable structure as an AI system moves from:

```
information
```

through:

```
interpretation
```

through:

```
task formation
```

toward:

```
consequential action.
```

#### Why a Full Governance Architecture Is Needed

A Layer 0 Admission Kernel alone evaluates the legitimacy of a sufficiently formed Action Candidate.

But before that Action Candidate exists, several other failures may already have occurred.

For example:

* the information source may be unreliable,
* context may have been contaminated,
* semantic meaning may drift,
* the task may silently change,
* responsibility may become unclear,
* modules may be invoked outside their intended role,
* or an operationally dangerous action may be formed before constitutional admission is even requested.

Mind Universe addresses those upstream governance problems.

The result is not one generic safety gate.

It is a sequence of bounded governance functions.

#### Canonical Mind Universe Spine

The upstream Mind Universe path can be compressed to:

```
Source
→ Semantics
→ Task
→ Action Candidate
```

LPP then contributes the constitutional path:

```
Authority
→ Intent
→ Admissibility
→ Permit
→ Execution
→ Evidence
```

The two meet at the point where a governed Action Candidate must be evaluated against legitimate authority.

Conceptually:

```
Mind Universe
Source → Semantics → Task → Action Candidate
                                    ↓
LPP
Authority → Intent → Admissibility → Permit → Execution → Evidence
```

#### Mind Universe Is Not LPP

This separation is fundamental.

Mind Universe components such as:

* SourceMind,
* FaithLocked,
* Jarvis,
* TaskChain,
* ActuMind,
* ResidentMode,
* NateLog,
* and ChainRecord

are **not themselves the LPP Protocol**.

They form the broader reference governance architecture around it.

Likewise, an organization does not need to deploy the entire Mind Universe stack in order to implement LPP-compatible Layer 0 admission.

External systems may provide equivalent source, semantic, task, runtime, or execution infrastructure.

The constitutional LPP boundary remains independently adoptable.

#### Architecture vs Implementation Claim

Calling Mind Universe a **Full AI Governance Architecture** refers to its architectural scope across the AI-to-action lifecycle.

It does not mean that every subsystem, deployment profile, integration, or security property has been independently implemented and externally reproduced.

The same claim discipline applies:

```
Specified
≠
Implemented
≠
Validated
≠
Independently Reproduced
```
