# 6.3 Semantic Verification

**Semantic Verification** evaluates whether an evolving task, delegation, or action trajectory continues to preserve the authorized meaning represented by H.

It is positioned after Action Candidate formation and before the final Layer 0 Admission Kernel decision.

#### Verification Question

Semantic Verification asks:

> **Does the present action still preserve the material meaning, limits, and objective of the legitimate authorized intent?**

It does not merely ask whether two sentences are linguistically similar.

Two statements may use different wording while preserving the same authorized intent.

Conversely, two statements may share many words while producing materially different external consequences.

#### Semantic Verification Is Not FaithLocked

FaithLocked and trajectory-level Semantic Verification operate at different governance locations.

**FaithLocked** primarily governs semantic integrity and contextual contamination during statement and task processing.

**Semantic Verification** evaluates whether an evolving trajectory still corresponds to the upstream authorized meaning.

Therefore:

They do not perform the same function.

#### Semantic Verification Is Not Admission

A Semantic Verification result is evidence.

It does not itself constitute Layer 0 admission.

An action may preserve authorized meaning while failing another mandatory condition such as:

* revoked authority,
* expired authority,
* scope violation,
* missing signature,
* or constitutional invariant failure.

#### Research Specification Boundary
