# 5.9 Admission Decisions

The current Layer 0 decision model contains four outcomes:

ADMIT
DENY
DEFER
COLLAPSE
```

These decisions are not interchangeable.

#### ADMIT

Required Layer 0 conditions are satisfied.

The action may proceed toward constrained Execution Permit issuance.

ADMIT

Execution already occurred
```

It means:

```
The action has passed Layer 0.
```

Downstream runtime systems may still impose additional restrictions.

#### DENY

A required admissibility condition has failed under the current authority or governance state.

Examples may include:

* no authority,
* revoked authority,
* expired authority,
* invalid issuer,
* scope failure,
* policy mismatch,
* or other non-admissible conditions.

A denied action does not receive a valid execution path.

#### DEFER

Admissibility cannot yet be conclusively resolved because required information, approval, evidence, signature, verification, or review remains incomplete.

Examples may include:

* unresolved signatures,
* unavailable low-risk authority confirmation,
* required human review,
* unknown classification,
* or pending verification evidence.

DEFER is not weak approval.

While deferred:

Execution remains unavailable.
```

#### COLLAPSE

A structural or constitutional condition has failed such that the Action Candidate cannot coherently remain in the current admission path.

Examples may include:

* malformed admission state,
* malformed authority,
* incomplete responsibility chain,
* invalid boundary mutation,
* evidence integrity failure,
* or other structural failures.

Collapse is stronger than ordinary denial.

Conceptually:

The request is rejected.

COLLAPSE
=
The legitimacy structure required
for this admission path has failed.
```

A collapsed action generally requires a new or repaired governance state before it can re-enter admission.
