# 3.3 Semantic & Task Governance Plane

The Semantic & Task Governance Plane governs how information, language, context, and tasks evolve before an Action Candidate is submitted for constitutional admission.

Its reference path is:

This plane belongs to the broader **Mind Universe governance architecture**.

It is not identical to LPP itself.

#### SourceMind — Source Provenance

SourceMind addresses the provenance of information entering the governance process.

It may preserve:

* source identity,
* origin information,
* trust metadata,
* evidence status,
* and governance-relevant provenance.

Its output helps downstream components distinguish known, uncertain, disputed, or unverified source material.

Source provenance does not independently establish action authority.

#### FaithLocked — Semantic Integrity

FaithLocked operates as a Semantic Admission Firewall within Mind Universe.

Its role includes constraining:

* semantic drift,
* context contamination,
* unauthorized instruction replacement,
* semantic responsibility ambiguity,
* and governance-relevant language manipulation.

FaithLocked protects the semantic environment in which task governance operates.

It does not itself create an Authority Object or an Execution Permit.

#### Jarvis Governance Kernel — Task Governance

Jarvis converts interaction into structured governance state.

Its responsibilities include:

* statement intake,
* semantic routing,
* TaskChain construction,
* task dependencies,
* module orchestration,
* risk routing,
* ErrorChain handling,
* RepairChain handling,
* runtime anomaly response,
* action-candidate preparation,
* and governance records.

Jarvis therefore answers questions such as:

> What task are we actually performing?

> How did this task evolve?

> Which component is responsible for this step?

> What changed after an error or repair?

Jarvis does not answer:

> Is this action constitutionally admissible?

That belongs to LPP.

#### TaskChain — Continuity of Responsibility

TaskChain preserves task-level continuity.

It prevents a consequential output from appearing without a traceable task path.

Conceptually:

must remain reconstructable.

This becomes increasingly important in multi-agent environments, where tasks may cross several principals and tool environments before execution.

#### ActuMind — Action Consequence and Readiness

ActuMind governs the transition from task to potential action.

It evaluates operational consequence and execution-readiness factors.

Its current canonical operational risk signals are:

These classes belong to ActuMind.

They are not LPP's T0–T4 constitutional consequence classes.

This separation prevents operational risk from being confused with constitutional legitimacy.

An action may be low operational risk and still lack authority.

An action may possess legitimate authority while still requiring stronger operational controls because its consequence is high.

#### Restrictive-Only Relationship

The relationship between ActuMind and LPP is asymmetric.

ActuMind can restrict.

It does not grant constitutional legitimacy.

#### Plane Boundary

The Semantic & Task Governance Plane is responsible for producing a governable Action Candidate and relevant evidence.

It cannot:

* mint constitutional authority,
* mint an LPP Execution Permit,
* override revocation,
* or override an Admission Kernel decision.

This boundary preserves separation between:
