# 2.2 Layer 0 Constitutional Admissibility

Constitutional admissibility asks whether an AI-triggered statement or action is qualified to become a legitimate subject of downstream execution governance.

The question is not:

```
Should this request be allowed under current policy?
```

It is:

```
Should this request be recognized
as a legitimate execution candidate
in the first place?
```

This distinction is necessary because a syntactically valid action request can exist without a valid legitimacy basis.

An action may be technically well-formed while still lacking:

* legitimate authority,
* valid scope,
* responsibility traceability,
* active authorization state,
* revocation clearance,
* preserved authorized intent,
* constitutional integrity,
* or human-recognizable authority origin.

#### Minimal Constitutional Model

At the research level, an AI-triggered action candidate may be represented as:

where:

* `p` = principal or triggering subject,
* `f` = function or action type,
* `x` = parameter and target envelope,
* `t` = time state,
* `h` = semantic or execution intent hash.

The governance state may be represented as:

G = (A, S, R, C, V, H)
```

where:

* `A` = authority state,
* `S` = authorized scope,
* `R` = responsibility chain,
* `C` = constitutional constraints,
* `V` = validity and revocation state,
* `H` = human-sovereign origin chain.

The conceptual Layer 0 predicate is:

```

Constitutional admissibility requires the relevant mandatory conditions to remain satisfied.

Conceptually:

```

Later LPP research extends this model with authorized intent preservation, trajectory verification, material mutation, and re-admission.

The essential principle remains unchanged:

> Admissibility is established by satisfying required legitimacy conditions, not by accumulating a favorable overall score.

#### Constitutional Admissibility Is Upstream

LPP sits before conventional runtime authorization.

That means Layer 0 is not merely another `ALLOW / DENY` policy rule inserted into a policy engine.

The distinction concerns **what is being evaluated**.

Layer 1 generally assumes:

A valid request exists.
```

It then evaluates the request against policy.

Layer 0 asks whether that assumption is itself legitimate.

This makes LPP an upstream qualification boundary.
