# 2.1 What Is LPP?

**Lingua Pactum Protocol (LPP)** is a:

> **Layer 0 Constitutional Admissibility Protocol for AI-triggered execution.**

It addresses the upstream question:

> **Under what conditions may an AI-triggered action legitimately enter execution governance?**

This is different from asking whether:

* the AI can perform the action,
* the caller has an identity,
* the system exposes the required tool,
* a policy engine returns `ALLOW`,
* the action appears low-risk,
* or the execution environment is technically capable of carrying it out.

LPP concerns the legitimacy of the action candidate itself.

Its canonical governance domain includes:

* Authority Objects,
* Human-Authorized Intent,
* authority–intent binding,
* scope containment,
* authority lifecycle,
* revocation,
* delegation constraints,
* consequence classification,
* material mutation,
* admissibility semantics,
* Execution Permits,
* admissibility collapse,
* and reconstructable governance evidence.

LPP therefore governs neither model capability nor execution mechanics as such.

Its boundary can be summarized as:

Downstream systems may authorize and execute
only within the resulting governance state.

#### Core Position

The central LPP principle is:

> **Authority must precede execution.**

A second principle follows:

> **Admissibility must precede permission.**

And a third completes the lifecycle:

> **Consequential decisions must remain reconstructable through evidence.**
