# 2. LPP Positioning

The Lingua Pactum Protocol occupies a deliberately narrow governance layer.

It is not intended to become a universal AI safety framework, a replacement for cybersecurity, an identity system, a runtime policy engine, or an execution platform.

Its purpose is more specific:

> **Determine whether an AI-triggered action possesses sufficient constitutional legitimacy to become an execution candidate at all.**

This positioning establishes the boundary between LPP and the systems that operate before, beside, and after it.

The canonical distinction is:

LPP governs **Layer 0**.

It establishes the legitimacy conditions under which downstream authorization and execution systems may operate.
