# 11.3 Admission Kernel MVP

The Admission Kernel MVP is the current executable prototype for demonstrating selected Layer 0 governance and execution-boundary properties.

Its purpose is deliberately narrow.

It does not attempt to implement the complete LPP research architecture.

The MVP centers on three core engineering functions originally defined in the MVP Blueprint:

**Permit Minting**\
The Control Plane produces a machine-verifiable constrained Execution Permit.

**Non-Bypassable Governed Gate**\
The governed Execution Plane path requires a valid Permit before execution.

**Admission Artifact Generation**\
Admission and execution decisions produce reconstructable signed evidence.

The MVP Blueprint additionally establishes four acceptance properties:

> **Revocable**\
> **Reconstructable**

The Blueprint explicitly requires Audit Reconstruction as a minimum delivery requirement: a third party should be able to evaluate the authority-bound basis of execution using the Admission Artifact, Control Plane public key, authority snapshot, scope snapshot, and related evidence.

### Scope Boundary

The MVP is not presented as an implementation of:

* the complete Mind Universe stack,
* full SVNN distributed verification,
* hardware-enforced isolation,
* production enterprise IAM,
* a complete policy DSL,
* every trajectory-level semantic verification mechanism,
* or all four Layer 0 decision states.

The correct interpretation remains:

and:

> **Protocol completeness does not imply prototype completeness.**
