# 1. Constitutional Foundation

The Lingua Pactum Protocol does not begin with implementation.

It begins with constitutional constraints.

These constraints define the conditions that no downstream protocol, architecture, runtime system, optimization process, or implementation may legitimately bypass.

The constitutional layer establishes the governing principles from which the rest of LPP derives its legitimacy.

Its purpose is not to prescribe every operational mechanism.

Its purpose is to determine what **must remain true** regardless of how AI systems, agent architectures, execution environments, or technical implementations evolve.

The governing relationship is:

A lower layer may implement or strengthen a constitutional principle.

It may not redefine the constitutional principle in order to make execution easier.
